Has Russia responded yet to the Ukrainian bombing of the dormitory which killed several children?

Yes, Russia responded to the Ukrainian drone attack on the Starobilsk Vocational School (part of Luhansk Pedagogical University) in the occupied Luhansk region with strong condemnation, retaliatory threats, and diplomatic action. 

Condemnation and Classification: Russian officials, including President Vladimir Putin and Foreign Ministry spokesperson Maria Zakharova, labeled the strike a “monstrous crime” and a “terrorist attack.” Putin stated there were no military facilities in the vicinity and accused Kyiv of deliberately targeting children. 

Retaliation Orders: Putin ordered the Russian military to prepare options for a retaliatory response, stating that Russia could not limit itself to mere statements.

“How did the purported “Rubicon unit” allegedly use the dormitory building?”

The Rubicon unit, formally known as the Center for Advanced Unmanned Technologies, is an elite Russian military unit specializing in drone warfare.  According to Ukrainian military sources, the unit’s headquarters in Starobilsk was located in or associated with the vocational college building. 

Ukraine stated that it targeted this location because the Rubicon unit is responsible for carrying out regular drone attacks on Ukrainian civilians and civilian infrastructure. Therefore, Ukraine asserts the building was a legitimate military target used for military purposes, not a purely civilian dormitory.  Russia denies any military use of the building, claiming it was solely a student dormitory housing teenagers
