Crucially, here is what Paul Martin omitted to mention. Although CEO Paul Satoor and 66 councillors received these details inside Mr Cook’s original letter, it appears Wirral Council haven’t investigated what looks like the most serious aspect of the alleged fraud; the deliberate doctoring of the Government’s National Planning Policy Framework wording, which was then submitted to Wirral Council.

Here is a photograph of the original NPPF wording where the text reads: “where a mast is to be installed near a school or college…”

And here is a photograph of the doctored wording “where a mast is to be installed within a school or college…” that was submitted to Wirral Council as part of application reference ANTX/22/02163, a proposed mast installation on Hoylake Road, Wirral.

The unfair advantage that would be gained by fraudulently submitting doctored information is pretty straightforward; the planning consultants involved would NOT need to consult with the governors or staff of the school affected, an extra obstacle is removed from the process, and staff and pupil safety considerations are circumvented.

You may note that when a Wirral planning consultant was contacted by phone recently, he promised to look at everything before coming back to us with an explanatory email. Although he was provided with all the information in detail, he also omitted to mention the near a school / within a school fraud allegation.

Two special needs children recently died in mysterious circumstances in Liverpool. They were pupils at Millstead Primary School, Iliad Street, Everton, Liverpool, Merseyside, which had a 4G mast installed very close to it.

I have concerns that these allegedly fraudulent planning submissions will not be confined to Wirral, and I have to ask the question, “Was the process of installation at Millstead Primary School carried out in the same, allegedly fraudulent manner?”

*I’ve since checked Liverpool City Council’s planning portal search facility. I’ve discovered it’s not possible to view the documents that would have been submitted with the relevant planning applications (below). Have they been removed? We don’t know. We’re in the dark on this.
