Wirral Council were notified in late April 2024 that sections of the National Planning Policy Framework – a government guidance document – had been doctored, submitted to the council, and changed in a way which would unfairly help the applicants to avoid having to consult with the staff and governors of nearby schools.
A subsequent Council investigation conducted by Wirral Council Principal Lawyer Paul Martin made a staggering omission. Despite being informed in detail by a member of Wirral Residents Association about the above doctoring of government text, Mr Martin failed abysmally and did not include it in his investigation.
And now, the above application – which involves a mast being installed near to schools – and which was dated three months after the council had been informed, also features the same doctored text…!
Despite Paul Martin’s assurance to Mr Cook that all was well, that there had been ‘innocent errors’ (thousands of them, all across the country), that Wirral Council would amend its systems and rule out any future bogus safety certificates involving companies which had been dissolved NINE YEARS AGO … we are still being impacted by what could be the same fraudulent conduct on the part of the planning applicants.
Once again, in the above Town Lane, Higher Bebington mast application, government wording has been altered from ‘near a school or college’ to ‘within a school or college’, removing one of the obstacles to success, i.e. having to consult.
Thanks to Paul Martin’s failure, it seems the planning applicants haven’t been contacted and cautioned about the impact of this potential fraud. Are the council running scared? Is this quite deliberate, or are they just deeply incompetent?
And what about the safety of Wirral’s schoolchildren?
