The two senior officers responsible for a catalogue of abuses – Mike Fowler and Maura Noone – were protected from the consequences of Klonowski’s findings and allowed to leave days before her report was issued. They were then gagged and provided with clean bills of health. Neither the council nor the abusers were permitted to talk about the abuse they’d been involved in perpetrating.

Noone picked up a number of further senior roles including Head of Adult Social Services at Reading Council.
