Nowhere in this 8-page, official UK NHS public material does it state that citizens have the choice of opting out. In our opinion, this amounts to not just an oversight or a lack of professionalism, but a serious dereliction of duty and a breach of Point 6.3 of the 1947 Nuremberg Code. Richard Branson has successfully sued the NHS for far, far less than this.
