Request to the Public Health Services Ombudsman. Has the Information Commissioner’s Office engaged in serious maladministration? Alan M Dransfield

I request that the PHSO consider whether the ICO has engaged in serious maladministration, failed to act with candour, misused statutory powers, or obstructed my lawful attempts to obtain information and seek redress.

I further request that the PHSO consider whether this matter should be referred to any appropriate investigative or prosecuting authority if evidence of criminal conduct, misconduct in public office, obstruction, or abuse of statutory function is identified.

I am willing to provide documentary evidence, including ICO correspondence, refusal notices, internal review responses, evidence of email restrictions, case references and a chronology of events.

This matter is not merely personal. It concerns the integrity of the United Kingdom’s information-rights regime and the conduct of the public body entrusted to regulate it.

Proposed enclosures

• ICO correspondence referring me to the PHSO where a crime is believed to have taken place;

• Relevant ICO refusal notices and internal review responses;

• Evidence of email restrictions or alleged communication blocks;

• Chronology of FOIA, EIR, SAR and ICO complaint handling;

• Public-interest examples demonstrating wider misuse of “vexatious” or equivalent refusal mechanisms.
