Dear Alison
I wish to make a formal complaint about the Subject title under the ELDC Joint Planning Matter S/029/00589/18.
I believe the following points raised constitute a planning failure and unauthorised planning project, hence, I would be grateful if you log it and send me the ref number.
1. This ADP has been installed in a known flood zone (FZ3) which beggars belief.
2. The ELDC decision states there are no immediate residents which is factually incorrect there are 3.
3.The ELDC decision claims the existing Tanks are protected by bunding which is factually incorrect. The idea of Bunding on a ADP is to retain any spilt contents from the plant spreading outwards.
4, There is no explanation if the existing Lagoon will accommodate the addition new Tanks/works.
5.This particular site loosk like an Exxon Oil Refining with gas tanks holdng capacity several thousand M3 of gas and NO LIGHTNING Protection visible or mentioned on the site.
6.Para 8/32 of ELDC decision claims there will be no additional traffic which is factually incorrect and a quick ocular inspection of the car park will show the traffic statement is false and doesn’t include the Transport of Waste to the site
I must say the Beechs Lane ADP looks nice and tidy and professionally run unlike the Clapgate Farm ADP which look like a Gypsy Encampment.
We have a theme arising hereon the ELDC involvement which indicates the ELDC are only interested in the planning aspects of these ADP and little or no attention is given to them during their operational stage. Indeed the Offices Report is compiled from the comfort of his home or office.
The ELDC Environmental Depart(Arshad Bhat) appear oblivious to the Environmental and H&S ramifications of ADP’s.
Finally, I understand this ADP and others are funded by the Treasury, which is Taxpayers Money but where are the benefits to the Taxpayer.
I must remind you of a statement in your own constitution page 317 para 8.
THE TEST FOR THE APPEARANCE OF BIAS IS WHETEHER A FAIR -MINDED AND INFORMED OBSERVER ,HAVING CONSIDERED THE FACTS WOULD CONCLUDE THAT THERE WAS A POSSIBILITY THAT THE DECISION WAS BIAS
