Dear Information Commissioner,

Please treat this email as a formal Letter Before Action under the Civil Procedure Rules (Pre-Action Protocol). I intend to commence High Court proceedings against the ICO for damages currently estimated at £17,000,000 arising from your sustained and unlawful actions against me.

My claim will include, but is not limited to:

Misuse of Public Office & Breach of Statutory Duty – unlawful use of the Dransfield Vexatious precedent under FOIA s.14(1) and s.50(2)(c) to impose a blanket ban on my statutory rights.

Breach of Data Protection Law – refusal to comply with valid Subject Access Requests in breach of UK GDPR Article 12(5)(b) and the Data Protection Act 2018.

Defamation & Malicious Falsehood – knowingly publishing false statements portraying me as vexatious and abusive, causing reputational damage.

Fraud & Perjury – reliance on false evidence and misrepresentations before tribunals and courts.

Breach of Fiduciary Duty – senior ICO officials acting contrary to their obligations to uphold the law and protect the public’s rights.

EVIDENCE:

I will rely on a bundle of at least 100 ICO Decision Notices misapplying s.14(1) FOIA, supported by case law analysis, my PHSO complaint, and my ECHR application.

LOSSES & DAMAGES:

This claim covers loss of earnings and business opportunities over 15 years, emotional distress, reputational damage, litigation costs, and aggravated/exemplary damages due to bad faith.

REQUIRED RESPONSE – WITHIN 21 DAYS

You must:

Cease and desist all further use of the Dransfield Vexatious Court Precedent.

Remove all case history vexatious rulings from 2009 to 9 August 2025 from your public and internal records.

Call for a full public inquiry into the ICO’s misuse of s.14(1) and s.50(2)(c) FOIA, and related wrongdoing.

Publish a full-page public apology to me in every major UK national and regional newspaper.

Confirm whether you accept liability and provide your proposals for financial settlement.

Detail how you will retract defamatory statements and permanently lift all unlawful bans against my FOIA and data protection rights.

Failure to respond adequately within the above period will result in immediate High Court action without further notice.

This email is sent without prejudice to my rights. Copies are being sent to my MP, the PHSO, and selected media outlets.
