Wirral Council’s Audit & Risk Management Committee Meeting of Tuesday 2nd September 2025 | Including the Birkenhead Town Centre Improvement DEBACLE


The above meeting featured two Wirral councillors in particular; the Green Party’s Jo Bird and the Lib Dems’ Stuart Kelly.

In emails I received recently (see below) Jo Bird accused me of being ‘unhealthy’, and Stuart Kelly accused me of ‘abusing’ him. Both entirely without foundation.

I don’t hold out much hope that Iain Miles’ ‘lessons learned’ (see video above) will result in any heads rolling.

The councillor responses are desperate, performative, ‘banging the table’ nonsense, all done to win votes in the vain hope of quelling pubic anger.

“The buck stops with the senior responsible officer” says Matthew Bennett. Nobody is being told ANYTHING about where senior responsible officer Marcus Shaw is. And Councillor Jeff Green’s former work buddy the CEO Paul Satoor has also gone AWOL.

The public are being left in the dark, there is an ongoing information vaccuum, and we don’t see any ‘buck stopping’ anywhere.


Councillor Jo Bird’s ‘unhealthy’ email was a response to this information, which referred in some detail to foul, disgusting conduct by former Wirral Councillor Adrian Jones, who facilitated disable abuse, enabled the departure of two senior disabled abusers, paid them off £110,000 each AND gagged them, enabling them to become employed in very senior positions again, putting thousands MORE vulnerable people at risk

Dear Councillor Kelly,
Thanks for your response. I don’t find it disappointing. Your personal refusal to share my concerns, and to accept these dangers as Chair of the Wirral Planning Committee is frankly sickening. People are being foreseeably and avoidably injured and are dying, yet you have become actively complicit by deliberately sitting on your hands, passing the buck to central government and refusing to listen.
Your woeful lack of integrity and character was logged 22 years ago and you do not appear to have altered your stance or moved from it ever since. Not one bit.

Do you actually understand that your job is not to just blindly follow government policy?

Government policy comes in the form of guidance and advice, for which the administration – of whatever colour – accepts no liability. Your job locally is to represent the health, wellbeing and interests of your constituents in council and your main concern should be to administer the borough according to the wishes and desires of those you represent without breaching legislation. The Localism Act 2011 changed the powers of local government in England. The aim of the Act was to facilitate the devolution of decision-making powers from central government control to individuals and communities. The measures affected by the Act include an increase in the number of elected mayors, referendums and crucially, the “Local authority’s General Power of Competence” which states “A local authority has power to do anything that individuals generally may do.”

 I repeat, your job is not to do nothing, sit idly by, and simply follow government policy.


I have done my duty and made you aware that large numbers of innocent people’s health is being harmed, they are dying, and that because of the financial implications of this, telecoms masts are uninsured nationwide. When at some point in the future criminal liability is being sought for failure, I and others will be seeking and fighting for accountability and these emailed responses of yours will be produced in evidence.


Please try not to be offended by my response. We are fighting for our children. You plainly are not,

I am disappointed you have resorted to personal abuse, I have not been insulting to you in any of my responses.

As you appear unable to countenance anyone disagreeing or challenging you view and have resorted to personal attack and abuse, which is something no one including elected members should have to put up with, I consider thi correspondence close.

i would ask to be removed from your email distribution lists. I doubt you will but in future they are likely to be deleted unread, I’m sure you understand
