   Dear Sirs

   I acknowledge and thank you for your response to my FOI request ref the death of a 12 year old schoolgirl at Liberton College Edinburgh a couple of years ago by the collapse of an internal wall.

   I now seek a review of your decision based on the fact your refusal decision is at best Per Incuriam and at worst a cover up , I suggest the latter

   There is no tangible reason why you cannot release BOTH the HSE report into this death along with your own report.

   In your letter to me you refer to candour and frankness.

   Frankness and candour flew out your office window when you refused my FOIA request.

   All I need to see in the public domain is BOTH reports and I am at a loss to understand why you and the HSE are suppressing the Liberton Death reports.It is incumbent of your office to ensure you publish your report .

   That particular death could and should have been avoided and you now have the audacity to preach candour and frankness.
