This Decision Notice is in essence approving the discharge of raw sewage into rivers and the sea.
This FOIA was approved by the ICO under section 12 (4)(b) of the EIR act 2004 which is manifestly unreadable . How can it be Manifestly Unreasonable to ask about a very topical question related to millions of tonnes of UNTREATED RAW SEWAGE being dumped INTO RIVERS AND THE SEA.
Section 12(4)(b) is the equivalent to section 141 of the FOIA 2000.

This decision by the ICO was under section 12(4)(b) of the EIRA2004. In essence the PA and ICO claim it is MANIFESTLY UNREASONABLE to ask questions about RAW SEWAGE and public safety.
