1. Introduce fines for the unvaccinated (see Greece).
2. Remove all benefits from the unvaccinated with outstanding fines.
3. When the unvaccinated refuse to pay, and the fines reach a large enough figure so it looks justified in public to issue a prison sentence for non payment, send the police to arrest the unvaccinated with outstanding payments, and forcibly remove them to a prison camp for the unvaccinated.
4. In the camp, the person is offered the Faustian pact of freedom from the camp with a catch up injection of all jabs at once, linked to a subcutaneous microchip to prevent them from evading the digital control system again
