Please find attached an open letter that I have also submitted to the Lord Chief Justice and the UK Covid-19 Public Inquiry. It concerns the long-term constitutional harm caused by the Dransfield v Information Commissioner ruling in the Court of Appeal (2015), which has become the default legal tool for government departments to reject legitimate Freedom of Information (FOI) requests as “vexatious”.
As the named appellant in that case, I am calling for your investigative desks to examine the origins and dangerous implications of this ruling — which has suppressed public access to information on critical issues including Covid response decisions, fire safety, environmental risks, and infrastructure failures.
The open letter includes a direct link to the Court of Appeal ruling here:🔗 https://www.bailii.org/ew/cases/EWCA/Civ/2015/454.html
Please consider covering this overlooked judicial scandal — or contacting me for further background. The issues raised are systemic, urgent, and directly connected to wider failures of transparency seen in the Post Office Horizon scandal, Grenfell Tower, and pandemic governance.
Yours sincerely,
Alan M Dransfield
