A previous application ANTX/24/00984 for a 20 metre monopole in this area was refused for the usual reasons of siting and appearance. Two petitions of 42 and 29 signatures were submitted in objection to the previous one, so this is not wanted locally. It was also stated by an objector there are 15 masts within a mile (radius). How well has this new application been publicised given previous number of objections there doesn’t seem to be any to this one.

The proposed site is on the edge of an open area of grass in a residential area, between a cycle path and a road. It would be opposite shops to the South East. These have flats above them, the closest shop is 20 metres. The closest houses are roughly 40 metres South and the 3 story blocks of flats 55 metres roughly West and North West. There are several schools from 220 metres to 400 metres to the south east of the site.

The height has been reduced from 20 to 17.5 metres, this would not reduce the visual impact. The main group of cabinets are 1.5 m tall (almost 5 feet) and 3.6 metres long (12 feet), there is no screening of this at all.

My personal thoughts (Fiona, Carshalton):

The ICNIRP declaration is in the name of Vodafone UK Limited, this is not the name on Companies House, that is Vodafone Limited.

The name and signature have been redacted.

Benefits are vastly overstated. Signal checker shows good coverage of 4G and 5G in the area

Suggested objections: These are brief points and can be expanded on (please be sure to object to Appearance & Siting as that’s what planners consider, you can add any other issues re: health and environmental risks, power consumption, legal matters sustainability, etc. Thank you.

Appearance: ugly, towering, unsightly drab colour, obtrusive, urban clutter, imposing, overbearing, no screening, poorly integrated, overly prominent and harmful form of development, alien, industrialising, stark, etc.

Site: crowding the pavement, damage to tree roots, visibility issues to road users, cyclists, pedestrians; in close proximity to x school / nursery / care home / nature reserve / conservation area / listed buildings / sports field, hospital, medical centre, visual impact on surrounding area, etc.

Health: Public health effects: Transmitter density required for 5G means that more people will be exposed to radio frequency electromagnetic fields (RF-EMFs), and at levels that emerging evidence suggests, are potentially harmful to health. ICNIRP standards are mainly based on acute warming effects, with more than one degree of temperature increase. In several thousand studies, biological effects such as DNA damage have been shown to occur at exposure levels FAR BELOW these standards. There are NO safety studies on the cumulative effects on health from exposure to these radiation emissions 24/7 over a lifetime. The ICNIRP certificate – a vital public health safeguard, provides a declaration by Three UK Ltd – a company that does not appear on the Ofcom register of persons with powers under the Electronic Communications Code, and according to Companies House was dissolved in 2015.

This makes the application in breach of the Code of Practice para 74. High-quality applications are essential, and this includes ensuring the information provided in the application is of a good standard. The application information should be complete and straightforward.

Environmental & Sustainability concerns: Does the Council have an Environmental Impact Assessment for the installation?

The consultation to put this mast up was NOT thorough enough. Very few of us were notified or offered consultation.

What discussion and consultation (not notification) was done with local schools, hospitals, nursing homes and special accommodation, etc?

The mast and cabinets will ruin the appearance and character of the area.

Including the cabinets and the mast height above most other structures and buildings, it would result in unnecessary visual clutter and introduce a prominent, obstructive, incongruous and alien feature to local streets.

It is too close to nearby homes and highly visible.

Local people should have the right to say how it affects the character and amenity of the space, not some telecoms company nor the Council.

The cabinets are an obstruction to the pavements and will make it difficult for people with prams and pushchairs as well as those using wheelchairs or with visual impairments.

The proposed mast is unacceptable on grounds of pedestrian safety.

Children behind cabinets will be hidden from approaching traffic increasing the risk of accidents. Crossing the street will become more difficult.

The cabinets I have seen around the area have dangerous high voltage signs and noisy cooling fans. Some masts have radiation warnings. How, then, can you say it is ‘safe’ or that there is ‘no possible harm’?

The mast will use a large amount of electrical power with the many cabinets, this cannot be in line with Council sustainability and environmental objectives nor the climate emergency?

Previous masts were fewer and without cabinets. How can these new ones be economical, ‘green’ and sustainable?

I am aware that the EMF Standard does not include any life other than human life. What assessment has the Council carried out for any ‘wildlife’; animals and mammals, birds, insects etc. and of course plants?

Has there been a wider environmental impact assessment

There will be risks to the adjacent trees. Firstly to the root structure during the ground-work, as excavations within the root spread may cause the death of some. Trees provide a positive contribution to the public area and their harm must be protected by Council policies.

Has the applicant/Council made an arboricultural impact assessment?

The mast cabinets contain a large number of electrical/electronic equipment all of which generate heat. With the increasing temperatures of the climate emergency this will increase urban temperatures by a few degrees in addition to any rise in global temperatures.

This is in conflict with the Council’s ‘green’ agenda policies.

This is an area of very high footfall with (add or delete as appropriate) shops, supermarket, a library, doctor/health centre.

Many people will be exposed unknowingly to the EMF radiation.

It has been accepted in previous applications elsewhere that children at school are especially sensitive and should be so treated.

How can they not be sensitive at home or in the park?

The council cannot disregard any concerns around safety and health. I and many neighbours have fears for the effect on our health especially in the medium and long term. No long term studies have been completed.

It is too close to the school. Children will be sitting in the EMF radiation for 5 hours every weekday and over many years. I fear for their welfare.

(Brighton Council was fined £13,000 over a decision that did not consider sufficiently the dangers to school children. Staff could also be affected.)

Children playing in the park nearby will be in danger from the radio radiation emitted 24 hours. As a parent I am fearful for their health.

Planning for telecom structures has its own unique and complex difficulties. What opportunities have the staff had for added training and do you have staff or Councillors qualified to make a decision?

Some applications include “The way 5G works, it is closely connected with the Smart City agenda” What does this mean and what are the implications for us?

Where is the consultation you are obliged to carry out? I have not given my consent to the imposition of, for example, a Low Traffic Neighbourhood nor of the principle or costs of implementing a “smart city”.
