On 4th June 2025 I sent all councillors and local MPs an email regarding the dangers of RF-EMF (Radio Frequencies-Electro Magnetic Frequencies) emanating from telecoms masts, along with some recent developments which seemed positive and in 5G activists’ favour:

This important email is addressed to
ALL WIRRAL MPs and COUNCILLORS
Dear Wirral MPs and Councillors,
The World Health Organisation (WHO) has recently backed a review that analysed 52 scientific studies and concluded that radiofrequency electromagnetic fields (RF-EMF) emitted by cellphones and other wireless devices were linked to an increased risk of malignant gliomas in the brain and malignant schwannomas – or nerve tumours – in the heart in studies on animals. The review also found moderate certainty evidence that cellphone radiation exposure causes an increased risk of rare liver and adrenal gland tumours. This review, published on 25th April 2025 highlighted that the tumour types identified in animal studies correspond with those found in human studies of mobile phone users. This is an extremely serious development which I must stress needs to be considered by yourselves – in particular by those councillors working on the Wirral Planning Committee and who have been approving applications for 5G masts, which are the latest iteration of mobile phone network development.
You should also be made aware / reminded that radio frequency networks approved by councils (including Wirral) have been deemed uninsurable by professional actuaries employed at Lloyds of London, Swiss RE and other top insurers. In other words, with no insurance cover, a ticking time bomb has been placed under this situation, one which I believe will result in a foreseeable, avoidable ‘explosion’ of personal injury claims, legal recriminations and subsequent changes to the law down the line. Yourselves (particularly as Planning Committee councillors) have always been liable and will one day be held responsible. I now see it as my solemn duty to inform / remind you of the potential consequences of your actions / inactions. For more crucial and relevant information, please click the following video link (6 minutes long) to witness the verbal submissions of three Swansea City Councillors, recorded on 1st May 2025. These councillors have taken it upon themselves to warn others in this regard, place it onto the record and make it official, which in my opinion is long overdue. We are very grateful to Able News Media, the organisation who originally placed their own footage onto YouTube and there is also a link to their (undoctored) footage contained here.
P.S. Attention … Councillor Stuart Kelly, Chair of the Wirral Planning Committee. You recently emailed me, stating you would be contacting central government to make enquiries on 5G issues. Please finally respond and tell me where you are up to with this
Thank you for your email. Apologies for this oversight.
More importantly, please reassure me that you will be acting upon the latest World Health Organisation findings and the Swansea City Council developments I told you about in today’s email,
I don’t think 3 councillors asking questions to their, I assume, cabinet member amounts to ‘developments’ indeed I would echo the answer given by the councillor in Swansea in answer, there is no change to government guidance that I am aware of.
I don’t share your concerns on this matter and won’t be taking any actions on this unless government policy in this area changes.
Once again, here’s the relevant section you appear to have missed:

Thanks for your response. I don’t find it disappointing. Your personal refusal to share my concerns, and to accept these dangers as Chair of the Wirral Planning Committee is frankly sickening. People are being foreseeably and avoidably injured and are dying, yet you have become actively complicit by deliberately sitting on your hands, passing the buck to central government and refusing to listen.
Do you actually understand that your job is not to just blindly follow government policy?
Government policy comes in the form of guidance and advice, for which the administration – of whatever colour – accepts no liability. Your job locally is to represent the health, wellbeing and interests of your constituents in council and your main concern should be to administer the borough according to the wishes and desires of those you represent without breaching legislation. The Localism Act 2011 changed the powers of local government in England. The aim of the act was to facilitate the devolution of decision-making powers from central government control to individuals and communities. The measures affected by the Act include an increase in the number of elected mayors, referendums and crucially, the “Local authority’s General Power of Competence” which states “A local authority has power to do anything that individuals generally may do.” I repeat, your job is not to do nothing, sit idly by, and simply follow government policy.
I have done my duty and made you aware that large numbers of innocent people’s health is being harmed, they are dying, and that because of the financial implications of this, telecoms masts are uninsured nationwide. When at some point in the future criminal liability is being sought for failure, I and others will be seeking and fighting for accountability and these emailed responses of yours will be produced in evidence. Please try not to be offended by my response. We are fighting for our children. You plainly are not,
As you appear unable to countenance anyone disagreeing or challenging you view and have resorted to personal attack and abuse, which is something no one including elected members should have to put up with, I consider thi correspondence close.
i would ask to be removed from your email distribution lists. I doubt you will but in future they are likely to be deleted unread, I’m sure you understand
Stuart Kelly
Dear Stuart Kelly,
You are profoundly mistaken. I did not personally abuse nor insult you because I never do that. Please stop deceitfully grandstanding before your cc’d colleagues / MPs.
Twenty years before you happily walked off with a 16% increase in your councillors’ personal allowance, I was being paid £1 per day in Local Overseas Allowance as a member of the UK Task Force committed to removing the fascist Argentinian invading force from the Falkland Islands in 1982. So I’m obviously not in this (nor anything else) for monetary gain, neither am I in it for abusing others. In fact during the Falklands War, as a crew member of HMS Yarmouth, I was on hand to assist in rescuing crew members from two stricken vessels after the lethal attacks on HMS Sheffield (20 dead, many injured) and HMS Ardent (22 dead, many injured). My ship also stood by to assist HMS Glamorgan following the ground launched Exocet attack that killed 14 members of crew.
So as you can appreciate, whilst my experiences during the Falklands War are not what defines me, I’m the kind of person who has always been engaged in helping others, and certainly not involved in dishing out abuse. Whereas you are an elected member of an abusive council that was dragged kicking and screaming and then forced into admitting to its abuse publicly …
In a coarse attempt at re-writing history, this abusive council recently removed the above document from its public lists. I had to battle to have it re-instated. The abusive council also treated me as a troublemaker and tried but failed to sack me after I blew the whistle on a financial scam in 2003. Furthermore, you were an elected member of this abusive council when it unlawfully took £736,756.92 from the bank accounts of its own disabled tenants over a 9-year period, five of whom died. In response, the council leader forced the whistleblower from his job. Did you speak up to defend these disabled people or the whistleblower during either of the above incidents? No, I don’t recall you saying anything. Presumably, then, you remained silent and therefore condoned the abuse.
My conclusion here is that you are much more closely connected to abusive conduct than I am or ever was. Go and have a long look in the nearest mirror. Unlike you, I do not consider the issue of dangerous RF-EMF radiation correspondence closed. For me it will only close when you are being led off in handcuffs,
Kind (not abusive) regards, Paul Cardin Wirral Residents Association
These came out exactly 30 years ago. Kelly has yet to catch up…
What are the Nolan Principles?
The Nolan Principles, established in 1995 by the Committee on Standards in Public Life chaired by Lord Nolan, are a set of ethical guidelines for public officials. These principles are:
Selflessness: Holders of public office should act solely in terms of the public interest.
Integrity: Holders of public office must avoid placing themselves under any obligation to people or organizations that might try inappropriately to influence them in their work.
Objectivity: Holders of public office must act and take decisions impartially, fairly, and on merit, using the best evidence and without discrimination or bias.
Accountability: Holders of public office are accountable to the public for their decisions and actions and must submit themselves to the scrutiny necessary to ensure this.
Openness: Holders of public office should act and take decisions in an open and transparent manner. Information should not be withheld from the public unless there are clear and lawful reasons for so doing.
Honesty: Holders of public office should be truthful.
Leadership: Holders of public office should exhibit these principles in their own behavior and treat others with respect. They should actively promote and robustly support the principles and challenge poor behavior wherever it occurs.

Return to Bomb Alley 1982 – The Falklands Deception
From Paul Cardin, a Falklands Conflict veteran. This is a biting commentary, told from the heart. Also included is a 1982 diary, written on location. This book forms a forensic inquiry into several conflict-related mysteries that have never been addressed or resolved - even after 40 years.
