We won’t be taking the assurances of a telecoms company – CK Hutchison Networks (UK) Ltd – or their client – United Living – who appear to be claiming to have made the same ‘innocent error’ hundreds and hundreds of times ALL OVER THE UNITED KINGDOM.
See these freedom of information requests to 15 different councils where exactly the same ‘innocent errors’ occurred time and time again…!
It looks like Wirral Council are happy to accept the word of their client telecoms companies, but speaking for ourselves, we’ll be waiting for a judge to examine all the circumstances before delivering a verdict, and NOT relying on the word of salaried players on the inside who have a (dangerous) agenda to fulfil.
We’ll also be requesting an internal review because most of our points have been ignored.

I am writing to you regarding the above application which was allowed by appeal in February 2024.
It has come to our attention that the Certificate of Conformity which was submitted as required with the prior approval application was submitted in the name of Three UK Ltd.
Three UK Ltd had disbanded as an organisation prior to the submission of the prior approval application. Therefore it is a matter of serious concern about the validity of the Certificate of Conformity.
I am writing to you, now this matter has been drawn to our attention so that the Council can satisfy itself that there were no fraudulent intentions in the making of the application. As such I would request that you provide an explanation regarding why the Certificate of Conformity was submitted in this way and ask
that you provide a ‘compliant’ Certificate of Conformity for the 5G equipment which has been installed within 14 days of the date of this email.

I have contacted my client for comment – please see their response below – for completeness please see amended ICNIRP Certificate to update your documents.
It was an innocent error that the planning application and the ICNIRP certificate referred to Three UK instead of CK Hutchison Networks (UK) Limited, but a reasonable person would be able to confirm that the name used (Three UK Limited) is a reference to the entity who trade as “Three UK”, Hutchison 3G Limited. Especially given the other documents submitted as part of the planning application at question. CK Hutchison Networks (UK) Limited is on the Ofcom register of persons with powers under the
Electronic Communications Code.
The application and the ICNIRP certificate being issued in the incorrect entity name does not invalidate the application or the ICNIRP certificate. The only requirement is that the site has a declaration that it is ICNIRP compliant. The fact that it is in the name of another entity is irrelevant as the ICNIRP, and planning application, relates to the land and development not the applicant. As such the declaration is valid if it is made in good faith by an appropriate professional, which was the case in relation to the planning
application at question.
CK Hutchison Networks (UK) Limited and Cignal Infrastructure UK Limited are the same entity (the latter being their current name, the former their previous name). Ofcom have now updated the code operator register to reflect this – please see following link –
