Original Freedom of Information request – Is Wirral Council indemnified against claims for harm arising due to EMF radiation?

Within UK law, please explain how Wirral Council – as a first response – are justified in announcing that they’re in a position to allow themselves extra time to respond to a Freedom of Information request?
