Dear Councillor Stuart,
Please confirm that you are in receipt of an email sent to you, all 66 Wirral councillors, and our three local MPs by Mr Jez Cook on 15th May 2024 at 1:02 PM.
This contains a detailed letter before claim informing you of a serious, alleged fraud attached to the planning applications and appeals process routinely conducted by Wirral Council’s officers and appointed councillors on the Planning Committee. The closer detail of the fraud can be viewed on Wirral Council’s online planning portal.
Copies of Mr Cook’s letter have also been sent to Paul Satoor, the Wirral CEO; Michael Gove, the Minister for Levelling Up; the Serious Fraud Office; the National Crime Agency, and the Planning Inspectorate.
Mr Cook is a close colleague of mine whom over a number of years has been actively representing local residents and raising petitions with regard to planning applications for telecommunications masts on Wirral. He has lodged several petitions with Wirral Council containing more than 25 signatures, but despite qualifying to speak at committees, has never been offered the opportunity. We speak for the community group known as Wirral In It Together. I have copied Mr Cook into this email.
My purpose in contacting you today is to ensure that you – my councillor, and my council leader – are fully aware of developments, and of the process I’ve been involved in for some weeks, aimed at making a 5-minute statement.

Initially, this was to be made at the 6th June Planning Committee meeting, which was later changed to the rescheduled Planning Committee meeting of 18th July 2024.

Ultimately, my application to exercise my right to speak was met by a refusal, originating from a faceless ‘legal team’ and arriving by email at 10:26 on 10th June 2024.
Thus far, I personally have not revealed to any officer or member the subject matter or any of the content of my statement. But the situation has now changed. I am now asking you – as council leader – to make the officers and members involved in the planning process fully aware of the seriousness of the matter and to do what is necessary to ensure that my right to speak is exercised and my voice is heard.
I am expecting that the sheer gravity of these issues (listed in the letter before claim – received and acknowledged by Chief Executive Officer Paul Satoor at 13:11 on 20th May 2024) will quickly be registered and followed by a willingness to listen and to co-operate on the council’s part.
Should you choose either to not respond or to deny, this could very well be interpreted as a desire to have these alleged crimes concealed.
Assuming I do get the opportunity to address councillors on 18th July in Birkenhead Town Hall, please be advised that I should be heard in silence, with no interruptions. Any attempts made to deny the content could have the undesirable effect of incriminating councillor(s) at a later date. Furthermore, any attempt made to physically eject our group from the room would be a direct breach of Section 8.3 of the Councillors’ Code of Conduct within the Wirral Council Constitution, which states:
“I do not intimidate or attempt to intimidate any
person who is likely to be involved with the
administration of any investigation or proceedings”.
(my emphasis and italicisation).
I am a person involved with the administration of an investigation or proceedings.
As you are fully aware, the general election is looming, and should we not get the desired response quickly, i.e. before Friday 14th June 2024, it is our intention to start the weekend by conveying the full detail and import of this situation not only to the national and local newspapers and broadcast media, but to a good number of our associated online bloggers, YouTubers and podcasters who will be only too pleased to share the contents far and wide.
The choice is very much yours, Councillor Stuart.

UPDATE
It’s 16:00 on 14th June and there has been no answer from Paul Stuart or his faceless legal ‘team’ to my above response email, sent on 11th June at 22:49.
As it stands, 320,000 Wirral residents have been and are occupying an unsafe environment. At Wirral In It Together, our intention – at close of play on Friday 14th June – is to make these alleged crimes known to the public.
I will be making this blog post live before moving on to contact local and national mainstream media outlets, and enclosing the hyperlink (URL) which refers to the information contained here.
I’ve noticed that the Archive.org webcrawler does NOT make copies of Wirral Council’s web pages, so there will be no record of the vital evidence should it ever be altered or removed from Wirral’s planning portal. My advice to Wirral residents is to follow the link and make copies or screenshots of this NOW, if you – like me – are determined to do all you can to carve out a better and SAFER world for our children.
